<p>Burma, along with Laos and Cambodia, might be working for Beijing as  spies within the Association of Southeast Asian Nations (Asean),  according to a US cable leak attributed to Singapore&#8217;s Minister Mentor,  Lee Kuan Yew.</p>
<p><span id="more-236"></span>“Within hours, everything that is discussed in  Asean meetings is known in Beijing, given China&#8217;s close ties with Laos,  Cambodia, and Burma,” a secret cable stated, quoting Lee Kuan Yew in a  conversation with US Deputy Secretary of State James B. Steinberg on May  30, 2009.</p>
<p>According to a <a href="http://cablegate.wikileaks.org/cable/2009/06/09SINGAPORE529.html">leaked text</a> posted on the <em>Wikileaks</em> website, the cable was sent from the US Charge d’Affaires in Singapore,  Daniel L. Shields, to US Secretary of State Hillary Clinton in June.  The conversation, which was aimed at “eliciting MM Lee’s views on China  and North Korea,” took place in Singapore&#8217;s Presidential Palace.</p>
<p>Lee  Kuan Yew was also quoted as saying in the same conversation that   “Beijing is worried about its dependence on the Strait of Malacca and is  moving to ease the dependence by means like a pipeline through Burma,”  referring to China&#8217;s major oil pipeline construction from Burma&#8217;s Arakan  coast to China&#8217;s Yunnan province.</p>
<p>As China&#8217;s strategic ally,  Burma often seeks China&#8217;s support in the United Nations whenever its  human rights record is raised. And China is widely assumed to wield  influence on the Burmese regime.</p>
<p>The leaked cable also referred  to an earlier discussion between MM Lee and China&#8217;s Deputy Chief of the  People’s Liberation Army (PLA) General Staff, Ma Xiaotian. Lee was  quoted as recalling that when he asked Ma Xiaotian what China could do  about North Korea, the Chinese official replied: “they [North Korea] can  survive on their own.”</p>
<p>“MM Lee said he interpreted this as  meaning that even if China cut off aid, the DPRK (North Korea)  leadership would survive. This is a leadership that has already taken  actions like killing ROK (South Korean) Cabinet Members in Burma,” the  cable stated, referring to an incident in which North Korean commandos  attempted to assassinate South Korean President Chun Doo-hwan during an  official visit he made to Rangoon in October 1983.</p>
<p>The attempt to  kill the South Korean president with a bomb was widely believed to have  been masterminded by North Korean leader Kim Jong II before he succeeded  his father Kim II Sung.</p>
<p>Among the hundreds of thousands of US diplomatic cables leaked by the <em>Wikileaks</em> website, there is little mention of Burmese issues. But in its website,  it stated that there are over 3,000 records related to Burma. The  documents remain inaccessible to the public but are expected to be  released soon.</p>
<p>While the <em>Wikileaks</em> website lists US  embassies around the world as sources for much of leaked information,  the US Embassy in Rangoon is not included.</p>
<p>In another leaked memo  released on Nov. 28 but dated July 31 2009 with its original source  being US Secretary of State Hillary Clinton, Burma was mentioned as one  of the priority issues in US foreign policy.</p>
<p>The memo mentioned a  request for reporting of biographic information relating to the United  Nations, including information about “credit card account numbers;  frequent flyer account numbers; and work schedules.”</p>
<p>Regarding Burma, <a href="http://cablegate.wikileaks.org/cable/2009/07/09STATE80163.html">the memo</a> asked for information on “Views of UNSC (United Nations Security  Council) and member states on Burma” and also plans and intentions of  the UN Secretary General on Burma and level of trust in his Special  Adviser, who was then Nigerian national Ibraham Gambari. Also, views  were sought from Burmese officials on the UN Chief and his special  adviser; the development and democratization activities of UNDP in  Burma; and details of the UNDP Resident Coordinator&#8217;s relationship with  Burmese officials.</p>

<div>I have to begin by thanking you for your support. We haven’t seen  each other for a long time, but I am happy to see that our mutual faith  remains strong; it fortifies me. In order to do our work, we must know  what the people want&#8221; you do know what you want, don’t you? Well, it’s  fine to know what you want, but you must also know how you are going to  achieve what you want. I believe that politics must be learned. I have  often said, in my talks with the youth, I don’t believe there is such a  thing as good people or bad people, or smart or stupid people. I only  believe that there are people who can learn and people who can’t. I  believe that we, the people, can learn very well. It’s not enough to  know what you want, but also to know how to achieve it with integrity. I  say this not to patronize, I say from experience that no matter what  the goal, if the path is without integrity, it will lose its way and be  destroyed. This is why we must  achieve what we want with integrity.</div>
<div>I know you have lots of questions to ask me, and I want to hear the  voices of the people. I believe that I will now have the chance to  listen to the voices of the people. While under restriction, I listened  to foreign radio broadcasts to hear what the people are saying. Its very  tiresome to listen to the radio for five to six hours a day, but I do  this out of regard for the people. So I believe that I am, to a degree,  aware of the wishes of the people.</div>
<div>I don’t believe I know everything. This is not possible. So the  people must make their voices heard by us. This will help us help the  people. I believe that the people now realise that nothing can be  accomplished without the participation of the people. Because nothing  can be accomplished without the people’s participation, we would like to  create a democracy network across the world, of the people and by the  people. It is only when we strive with this mentality, can we serenely  achieve our democratic goals. In short, it means we have a lot of work  to do. You will not get anything without working for it.</div>
<div>We Burmese blame it all on luck. But do you know what luck means?  Luck means you reap what you sow. So if there is anything you want, you  have to work to achieve it. We cannot simply bribe the people and  promise them the impossible. We will try hard and pave the road that the  people want. We will pave it together and we will take that road  together. It’s not right that one person paves the road while the other  stands idly by.</div>
<div>Speaking of paving roads, maybe I picked an inappropriate analogy.  It was a slip of the tongue. What I mean is that we will walk the road  that leads to the democratic goals. We will walk on it together, we will  pave it together. It is only this way, can we reach our goals. Don’t  wait for others to do it for you. We will not “force” you to do it  (alluding to forced labor). If you do not put your mind and soul into  achieving it, who knows whether it will end up with the tar being stolen  (alluding to the shoddy quality of roads being built because of  corruption).</div>
<div>I know that your show of support is not without expectation. The  burden of these expectations is great and the responsibilities are  immense. But I am not one to shy away from responsibility. But I am  afraid of not being able to live up to my responsibilities. I will do my  utmost to live up to these responsibilities, and call on the people to  help us, to advise us, to point out our shortcomings. Pointing out  shortcomings, if done in sincere goodwill, is very helpful. It will help  us help the people achieve their aspirations.</div>
<div>I would like to ask the people to please communicate with us openly  and courageously. Please don’t have any qualms about talking to us. We  won’t do anything to you. If we are not in agreement, we will let you  know. This is the basis of democracy&#8221; that of freedom of speech. But  freedom to speak is not the same as freedom to be abusive. Well, there  may be a bit of admonition. It is very important to be able to achieve  mutual understanding. To be able to exchange views. We have to practice  this and improve on this.</div>
<div>Upon my release, the main change that I have seen is that there is a  proliferation of camera-phones. I see camera-phones all over the place.  This shows the development of communication. This development must be  used for the good of the majority. Communication brings understanding.  Please use communication to foster mutual understanding and unity. I  used a phone like this for the first time yesterday. Six years ago these  did not exist here. I did not even know where to talk into.</div>
<div>But it is not enough just to say you love me, you have to work. So I  thought what love means. Love means the desire for mutual happiness and  the implementation of that desire. It is not enough to keep repeating  “I love you”.</div>
<div>I want to ask the people, to tell us what’s on your mind. You can  deliver the letter here, if you don’t trust the postal service. I want  to know what’s on your mind. What has been in your mind over the past  six years? What has changed? I can’t know all of this at once. I have to  study it. It’s not feasible to speak to all of you individually. If  possible, I’d like to hand over the mike to you and listen to what each  of you has to say. It’s so boring to be the only one to speak. If there  is an exchange of dialogue, it creates harmony and is more beneficial. I  feel that it is not democratic if one person does all the talking.</div>
<div>Please have discipline. Don’t be impatient. There will be other  opportunities for us to talk. This will not be the only occasion. There  will be many others. Let’s be patient. I thank you for your patience.</div>
<div>As I said just now, there is so much to do, so you must save your  strength. Well, it’s been twenty years of having a hard life, so you  must be used to it. I don’t want you to continue to have a hard life.  Having a hard life isn’t the point. The point is that the hard life must  be worthwhile, and then one can have endurance. So you must save your  strength to make it all worthwhile.</div>
<div>I want to tell you not to be dejected. Sometimes there may be some  things in our country that will make you feel dejected. Surely you must  feel that we have not gotten anywhere, or that there has been no  development. But there is no reason to feel dejected. We must strive  hard.</div>

<div>Perseverance is important. We must continue to persevere from the  start to the finish. The work is never done. Even if something is  finished, there will be something else. Building a nation is like this,  one thing after the other has to be done. There will never be full  satisfaction of the people, but we must strive to achieve a measure of  satisfaction. I cannot promise this, but with the trust, dependence and  support of the people, I will be fortified because I cannot do it alone.  I don&#8217;t want to do it alone. Doing it alone is not democracy. I have no  intention to do it alone. I will do it with the majority, with the  people of this country, and with the global community that has shown us  goodwill and support. We will do it with everybody. We have to keep this  firmly in mind.</div>
<div>Courage means not what some people think, to be up in arms and  being a hero. Courage means the resolve to achieve one&#8217;s goals. We must  have this kind of courage. Go to the movies if you want a hero. Courage  is a daily task. Don&#8217;t we people have to muster the courage to face each  day? We have to use this courage beneficially and effectively for our  country.</div>
<div>It&#8217;s not enough to think only of oneself or one&#8217;s own family. I  want to reiterate this. Please don&#8217;t have the attitude that politics  does not concern you. My father said that before, that you may not be  concerned with politics but politics will be concerned with you. You  can&#8217;t avoid this. Everything is politics. Politics is not just coming  here and supporting us. The housewife, who is cooking at home, also has  something to do with politics because she is struggling to feed her  family with the money she has. Struggling to send children to school is  politics. Everything is politics. No one is free of politics. So saying  that politics does not concern you and that you do not wish to be  involved in politics is a lack of awareness of politics. So I ask the  people to try and understand politics and to teach us. We must teach one  another. Unless the people teach us what democracy is, we will not make  mistakes.</div>
<div>What is important in a democracy is that the people at the back  must be able to keep those who are working in the front, under control.  This is democracy. The people, who are the majority, must have the right  to keep the rulers, who are the minority, under control. This is  democracy. So I will accept it if the people keep me under control. But  of course, I do not like it if those who are not of the people keep me  in control. But then, I only say this in passing. During the time of my  detention, I had a lot of interaction with the people who were in charge  of my security. They have been good to me. I have to say what the truth  is. Since one must show appreciation to those who are deserving, I say  with sincerity that I am grateful to those who were in charge of my  security.</div>
<div>I want the people to be able to have mutual understanding and  gratitude. A revered monk once said when I was young, that those who  were worthy of gratitude and those who showed gratitude were hard to  find. I found the latter hard to accept. I thought that human beings  were capable of showing gratitude. But that is not true. There are some  who show ingratitude. What does showing gratitude mean? It means just to  have mutual recognition.</div>
<div>You have to have a little forbearance. There is no question why you  have to be angry just because someone stood up. As I said in front of  my compound [yesterday], those in front must have forbearance and  understanding of those at the back, and likewise, those at the back must  have forbearance and understanding of those in the front.</div>
<div>So now I want to know how the people are going to embark on a  journey of politics. So if we have to depend on the people, we must have  an exchange of views. I will continue to work for national  reconciliation among the people, among all of us. There is no one that I  cannot work or talk with. If there is a will to work together, it can  be done. If there is a will to talk to one another, it can be done. I  will take this path. On taking this path, I declare that we need the  might of the people. I ask you to support us with the might of the  people. Whatever we decide, we will let the people know.</div>
<div>I haven&#8217;t finished consulting with the NLD, but I will not only  work with the NLD. I will work with all democratic entities and I would  like the people to encompass us. We will tell the people, explain to  them what our decisions are. There may be things that we decide which  the people may not like. But this is natural. Not everyone can be of the  same opinion.</div>
<div>Accepting that there can be a difference of opinion is a democratic  principle. Why do we do this? We must gain the trust of the people, not  the votes of the people. We will gain the understanding and support of  the people. I apologize that I cannot clarify this further at this  stage, but it would be reckless of me if I were to start announcing one  activity after the other, just after my release.</div>
<div>In the meantime, we would like to hear the voices of the people. We  will decide how to proceed after listening to the voices of the people.  But as I have said, we will use the might of the people and work with  all the democratic forces, and we will work for national reconciliation.  In doing so, we will do it in a way that would bring the least damage  to the people. I can&#8217;t guarantee that there will be no damage at all. If  I were to do so, it&#8217;s another form of bribery to say that by following  us, there will be no sacrifice. But we will find the least damaging way.  There may be some sacrifice.</div>
<div>We have suffered, our colleagues have suffered, so I ask you for a  little forbearance if you have to sacrifice anything. You can&#8217;t simply  want something without sacrifice.</div>
<div>If you say you had forbearance for too long, what was it that you  had to forbear? It is important to differentiate between right and  wrong, and to have the courage to stand by what is right. But what is  right can be relative to the occasion. My father used to say that he was  not afraid to stand before the court of his conscience. Since I have  stood before the court, I am not afraid to stand before the court of my  conscience every day. I ask the people to stand before the court of  their conscience to find the answer as to whether one is undertaking  what should be done. If you can do this, your might will increase  immensely. Remember, if might is not used rightly, it is a menace. Might  that is used rightly cannot be overcome by anyone. Let us now have a  little test of your empathy, understanding and forbearance of one  another.</div>

<div>So now I would like to thank all of you who took the trouble to  come here and to show your support. We have repeatedly said that we  depend on the might of the people, and we cannot succeed without the  might of the people. This might of the people must be used  systematically. [Addressing some jostling in the crowd] When the people  in front stand up for too long, the people in the back get annoyed. The  people in the front shouldn&#8217;t be standing up for too long. The people in  the back should also have a little forbearance if they are standing up  for just a while. Well, so what, but it&#8217;s different if they are standing  up too long of course.</div>
<div>I would like to repeat what I said, that we have to work together  to achieve success. You will not succeed just by wishing and hoping. You  must be able to know how to achieve your aspirations and have the  courage and ability to do so. We will find the best way. That is to find  a way that avoids bringing suffering to the people as much as possible  to achieve these goals. I am a fervent believer in national  reconciliation. I believe that this is the path we should take. Let me  openly tell the people here that I have no grudge against the people who  kept me under restriction. I believe in human rights and the rule of  law. I will always strive for this. I don&#8217;t harbor hatred of anyone. I  have no time for this. I have too much to do to harbor any hatred. The  people in charge of keeping me under restriction were good to me. This  is the truth, and I value this and I am grateful.</div>
<div>Likewise in every aspect I would like everyone to have good  interaction with one another. How wonderful would it be if the people  were also treated as nicely as I was? But of course I don&#8217;t mean that  the people should be put under house arrest. So I would like to plead,  &#8220;Please don&#8217;t put the people under house arrest like I was, but please  be nice to the people just as you were nice to me.&#8221;</div>
<div>We must value the good things and be grateful [for] things that are  worthy of gratitude. Just because one doesn&#8217;t like it, it does not mean  that everything is bad. There are good things and there are bad things.  So don&#8217;t be angry if people say you are doing bad things. If you don&#8217;t  want the people to say this, then just don&#8217;t do anything bad. Just as I  value what is good and am grateful, I am not hesitant to say so. It&#8217;s so  rewarding to be able to give recognition to someone worthy of  gratitude. I want to do this. I want to be so grateful, so just do  things that are worthy of gratitude and I will sing your praises all  day. So I want to thank each and every one of the people. Of course, I  would end up with a sore throat.</div>
<div>So let me say thank you. Keep up your strong resolve. People say  that the courage of the Burmese is like straw fire. I don&#8217;t like this.  This shouldn&#8217;t be so. A human being must have all its manifestations and  live in human dignity. Do you want human rights? The Universal  Declaration of Human Rights begins by saying that everyone is born with  inherent dignity. This dignity must be upheld. The dignity commensurate  with these rights must be upheld. I don&#8217;t wish to make a one-sided  statement by repeating what should be done for the people. There are  also things that the people must do. Everyone must know his or her  responsibility and be able to fulfill them. Only then will our country  develop. So it goes without saying that whether or not our country has  developed, is something that the people will know more than I do. But  rather than blaming who is at fault for this lack of development, I  would only like to ask for the opportunities for us to work  together hand in hand.</div>
<div>I don&#8217;t like the people having to hold out their hands to beg. I  shall not hold out my hands to beg, and I believe that my people do not  wish to hold out their hands to beg. I believe that people want the  right to development, so we must work to give the people the right to  development. There must be opportunities for people to be able to feed  themselves to the full.</div>
<div>We shall proceed in consultation with democratic entities, and the  NLD shall not go it alone but hand in hand with [the] majority.  Furthermore, the majority must be encompassed by the people. We cannot  do it without the people, and we ask for their assistance. I ask for  your faith and support. So keep up your strength. I feel bad to ask you  to eat up (to keep up your strength) since I hear that you do not have  enough to eat. I ask you to keep up your physical and mental strength.  It is with this strength we shall work together to reach our goal. I  would have to say that there are some of us who have lost sight of that  goal. But to have to walk the path to reach this proper goal is  priceless. Man is mortal. One day it will all be over, but before it is  over, how one has led one&#8217;s life is the most important.</div>
<div>So I take this opportunity to honor those of our colleagues and  comrades who have given their lives to the cause for democracy; to honor  our colleagues and comrades who are still in prison. Let us pray that  they will be released as soon as possible.</div>

<p>We celebrate the release of our leader Daw Aung San Suu Kyi from unlawful house arrest, and call on the military regime to guarantee her safety and grant her full freedom of movement, expression, association and assembly.</p>
<p><span id="more-208"></span>Daw Aung San Suu Kyi was previously released in 2002; upon her release, a SPDC spokesperson Lieutenant Colonel Hla Min stated, “We shall recommit ourselves to allowing all of our citizens to participate freely in the life of our political process, while giving priority to national unity, peace and stability of the country as well as the region.” The regime failed to live up to this commitment and instead directly compromised Daw Aung San Suu Kyi’s personal and political freedoms in their violent attempt to reassert control and eliminate political opposition in 2003.</p>
</div>
<div>In liaison with the Union Solidarity and Development Association (USDA), the regime orchestrated a brutal attack on Daw Aung San Suu Kyi and the National League for Democracy (NLD) convoy in 2003, in what is now known as the Depayin Massacre. Daw Aung San Suu Kyi narrowly escaped with her life, while 100 NLD members and bystanders were tragically killed in the attack. The military regime wrongfully arrested Daw Aung San Suu Kyi several days later on 30 May 2003; the NLD leader has remained under detention ever since.</div>
<div>We condemn the regime’s unlawful arrest of Daw Aung San Suu Kyi in 2003, as well as their prior arrests of the Nobel Peace Prize Laureate in 1989 and 2000. This recent release in no way absolves the regime from responsibility for wrongfully detaining and arresting Daw Aung San Suu Kyi on so many prior occasions. Neither does it excuse the regime’s unjustified and unwarranted extension of Daw Aung San Suu Kyi’s sentence due to John Yettaw’s breach of the conditions of her house arrest in 2009, as she was in no way responsible for his actions.</div>
<div>Moreover, in the lead up to the elections held on 7 November 2010, the regime has demonstrated no commitment to protecting the human rights of the people of Burma, and has rather continued to crack down on political activity, inflicting violent attacks on democracy activists and ethnic communities. The regime manipulated the elections at all levels, and took measures to further perpetuate and entrench the climate of fear throughout Burma in order to ensure an election victory for the regime backed party, the Union Solidarity and Development Party (USDP).</div>
<div>Early results indicate that the USDP has secured an overwhelming majority of seats in the incoming parliaments. With this victory, the USDP brings its legacy of violence and brutality from its past actions as the USDA to the future government in Burma. The same perpetrators of the Depayin Massacre will hold official roles in the future government, raising concerns about their ability and willingness to ensure that Daw Aung San Suu Kyi will be free from persecution, restriction or detention.</div>
<div>It is not enough for the regime to simply release Daw Aung San Suu Kyi. In releasing her, the regime must guarantee that they will respect and protect her political freedoms and human rights; the regime must ensure that it will not once again attack, arrest or detain the democracy leader at their convenience.</div>
<div>We therefore call on the regime to put in place the necessary security measures to guarantee Daw Aung San Suu Kyi’s safety, and for the international community to hold the regime accountable. Furthermore, we call for the release of all 2,200 political prisoners and for the protection of human rights and political freedoms – all necessary benchmarks for genuine democracy, human rights and justice.</div>
<div>Finally, we urge the people of Burma, democracy and ethnic forces, and the international community to support Daw Aung San Suu Kyi in taking a leading role to help bring about peace, national reconciliation, and a genuine federal union in Burma.</div>

<p>The event started off with the reading out of statement by Rachel Zeng, on the sham election and the lack of democratic progress in Burma.</p>
<p>This was followed by a speech from Seelan Palay, who highlighted the Burmese regime relationship with the autocratic government of Singapore and how they compliment and learn from each other.</p>
<p>I<a href="http://freeburmacampaignsg.files.wordpress.com/2010/11/fbcs21.jpg"><img class="size-medium wp-image-191 alignright" title="fbcs2" src="http://freeburmacampaignsg.files.wordpress.com/2010/11/fbcs21.jpg?w=254&#038;h=165" alt="" width="254" height="165" /></a>mmediately after that, Choon Hiong addressed the crowd on how he felt that the junta was more of a mafia organisation, rather than a government. Through brute force and undemocratic means, the junta is able to exert its influence on the Burmese citizens. Hence, dealing with the junta is akin to dealing with a mafia entity.</p>
<p>Last but not least, Danny the Democracy Bear was there to lend his support to the cause. He gave his maiden speech by introducing himself as Danny the Democracy bear, who love democracy and  Aung San Suu Kyi.</p>
<p>The event concluded with a group photo with all participants.</p>

<p>The Burmese Junta is determined to push through with elections on 7 November 2010. This is being done despite electoral laws that clearly do not allow a free and fair election.</p>

<p>Twenty-two years ago on 8 August, Burma’s army brutally massacred as  many as 3,000 peaceful pro-democracy demonstrators marching against  increasing poverty and oppression, and calling for an end to the  military dictatorship. The serious human rights violations and economic  mismanagement that led to the national uprising in 1988 have continued  to worsen under the current regime.</p>
<p><span id="more-171"></span></p>
<p>On Sunday 8 August, 2010, several hundred activists, students, and  <img class="alignright" title="8888 Demo" src="http://www.burmapartnership.org/wp-content/uploads/2010/08/8888-Demonstration-2.jpg" alt="" width="200" height="300" />members of civil society gathered at Chulalongkorn University in Bangkok  to commemorate the 22nd anniversary of the 8.8.88 uprising in Burma.  The event in Bangkok also marked the beginning of a new photo petition  calling for a commission of inquiry into serious international crimes in  Burma, including crimes against humanity and war crimes. It was only  one of many commemorative events happening in various cities around the  world this weekend, including Seoul, Chiang Mai, Mae Sot, Melbourne,  Berkeley and Washington D.C.</p>
<p>Burma Partnership coordinator, Khin Ohmar, remarked how it is truly  amazing how the spirit of 1988 has not died. “It has been 22 years, but  still people are not giving up in the fight for democracy and freedom in  Burma. 1988 was a significant moment in Burma’s history because it  planted the seed of change in the hearts of millions of people of Burma,  which has grown so much over the years.” Every year, 8.8.88  anniversaries highlight the vibrancy of the movement, and the commitment  of the new generation of Burmese democracy activists to continue to  push for the change that captured the hearts of thousands of  demonstrators all those years ago.</p>
<p>8.8.88 marked a moment of nationwide unity in the Burmese democracy  movement. The demonstrations were held in a “spirit of unity, sacrifice  and setting aside differences – be they political beliefs, ideology,  ethnicity, religion, or gender,” Khin Ohmar reflected, “From the 8.8.88  uprising, we were able to bring down a 26 year old military dictatorship  because we were united as a country. It was so pure, that spirit of  unity. We were able to transcend our differences for our common unified  vision of justice and democracy for all. My greatest wish is for us to  retain that same spirit of unity that captured the nation’s imagination  over twenty-two years ago, as that cohesiveness is our only chance for  genuine national reconciliation and democracy in our country.”</p>
<p>This year’s 8.8.88 anniversary is a particularly significant  occasion; with the 2010 elections looming, the fundamentally  undemocratic and divisive lead-up to the elections is an affront to the  spirit of democracy, hope, unity and change that spread through the  country in August 1988. The international community must nourish the  spirit of 8.8.88 in honor of the all those brave demonstrators who  banded together twenty-two years ago in the vision of a just and  democratic Burma.</p>

<p>It is especially significant for people in Singapore to continue to advocate on behalf of her and the Burmese people, because the government of Singapore would rather support and prop up the military regime.</p>
<p>On this day, we reaffirm our commitment to the noble struggle for peace, human rights and democracy in Burma. It is our sincere hope that Daw Aung San Suu Kyii will one day be free to take her rightful place as the leader of Burma.</p>

<p>Burma is trying to develop nuclear weapons, according to exiled<br />
journalists who claim to have uncovered evidence of a nascent missile<br />
programme.</p>

Reporters working for the Democratic Voice of Burma (DVB), a respected<br />
dissident radio station that broadcasts into South-east Asia out of<br />
Oslo, say they have collected files and photographs which suggest that<br />
the country&#8217;s ruling junta is mining and experimenting with uranium<br />
with the aim of one day creating a bomb.</p>
<p>If the evidence is substantiated, it could have severe implications<br />
for how the international community deals with the Burmese regime, one<br />
of the world&#8217;s most reviled and isolated military dictatorships. The<br />
allegations prompted US senator Jim Webb to cancel an impending trip<br />
to Burma.</p>
<p>The bulk of the evidence comes from Sai Thein Win, a major in the<br />
Burmese army who was trained in missile technology in Burma and Russia<br />
and has since defected. Sai Thein Win claims to have worked in a<br />
series of secret facilities near the town of Myaing, 100km west of<br />
Mandalay, where he was ordered to make prototype components for<br />
missile and nuclear programmes. He also claims a further nuclear<br />
facility is located at Thabeikkyin, a town north of Mandalay that he<br />
visited on numerous occasions.</p>
<p>If Burma&#8217;s alleged nuclear ambitions are substantiated, it will<br />
inevitably raise questions as to whether the junta is receiving help<br />
from rogue nations such as North Korea. Last week, a leaked UN report<br />
obtained by the Associated Press accused Pyongyang of defying UN<br />
sanctions by using front companies to export nuclear and missile<br />
technology to Iran, Syria and Burma. U.S. State Department spokesman<br />
P.J. Crowley said Washington has &#8220;been concerned about Burma&#8217;s<br />
relationship with North Korea.&#8221;</p>
<p>The full details of DVB&#8217;s investigations are due to be released on the<br />
internet tomorrow, accompanied by a documentary which will air on Al<br />
Jazeera in Europe and ABC in the US. Khin Maung Win, deputy director<br />
of DBV, told The Independent yesterday: &#8220;We have been investigating<br />
Burma&#8217;s nuclear aspirations for the past five years, but Sai Thein<br />
Win&#8217;s evidence has been vital in proving that the intent to build a<br />
nuclear bomb is there, even if they are a long way off producing one.&#8221;</p>
<p>Sai Thein Win began sending DVB photographs of Burma&#8217;s secret<br />
facilities in November 2009 and continued to do so until early<br />
February when he fled the country. He is now in hiding.</p>
<p>Bertil Lintner, a Burma analyst based in Chiang Mai, Thailand, said<br />
obtaining such evidence from a high-level defector was very rare.<br />
&#8220;It&#8217;s certainly some of the most extraordinary evidence I&#8217;ve ever seen<br />
coming out of Burma,&#8221; he said, adding that Sai Thein Win&#8217;s revelations<br />
were akin to Mordechai Vanunu&#8217;s exposure of Israel&#8217;s nuclear weapons<br />
programme in 1986.</p>
<p>According to Sai Thein Win, a specialist &#8220;nuclear battalion&#8221; has been<br />
created by Burma&#8217;s rulers to begin experimenting with nuclear<br />
materials and long-range missile production.</p>
<p>He claims to have worked with precision machinery imported from<br />
Singapore and Germany that the Burmese government bought for<br />
&#8220;educational and vocational training&#8221;, but was in fact used for<br />
uranium enrichment, and to produce parts for warheads.</p>
<p>DVB say they have had their evidence verified by two specialists:<br />
Robert Kelley, a former intelligence officer at Los Alamos and<br />
ex-weapons inspector with the International Atomic Energy Agency, and<br />
Geoff Forden, a military researcher at Massachusetts Institute of<br />
Technology.</p>
<p>Mr Kelley, who co-authored DVB&#8217;s report, said he believed that Sai<br />
Thein Win&#8217;s evidence showed that Burma has &#8220;no conceivable use for<br />
this for anything other than a nuclear weapons programme&#8221;.</p>

<p>As preparations for the sham elections in  Burma get into full swing, it is not difficult to notice similarities  in electoral practices between the Burmese generals in uniform and  Singapore’s leaders in civilian clothes.</p>
<p>The Burmese regime is  bending over backwards to stage the fraudulent elections while refusing  to respect the results of the country’s polls in 1990 that led to the  landslide victory for the National League for Democracy (NLD).</p>
<p>Why  reinvent the wheel, when what happened two decades ago remains  unfulfilled? The same military that massacred thousands of innocent  civilians, including Buddhist monks, is now pretending that everything  is hunky-dory.</p>
<p><span id="more-143"></span>It is an undeniable fact that the military regime  holds close economic ties to Singapore &#8211; the top brass of the Burmese  army are known to have parked their ill-gotten millions in Singapore’s  banks, while they and their family members own properties in upmarket  areas and their children go to top schools and drive flashy cars,  flaunting their wealth to the envy of ordinary Singaporeans.</p>
<p>Burmese  drug lords who are banned from entering the US freely come and go in  Singapore and some even have offices in the posh commercial district  along Shenton Way. It is no wonder that Singapore is the third largest  investor in Burma, helping to prop up the pariah regime.</p>
<p>Singapore  has even named a hybrid Orchid, its national flower, after the Burmese  prime minister, General Thein Sein. Orchids in the same Singapore  Botanical Gardens were previously named after Princess Diana and Nelson  Mandela.</p>
<p>The similarities between Burma and Singapore do not stop  there. The election process in Singapore is as opaque as it is in  Naypyidaw, the new capital of the Burmese regime. Although Singapore  claims to hold periodical elections to legitimise the rule of the  People’s Action Party (PAP), the exercise itself is highly questionable.</p>
<p>To  start with, there is no independent elections commission. Only a  department that comes under the Prime Minister’s Office that decides on  last-minute boundary delineation, exorbitant deposits for candidates  (presently $US9,900 but expected to be raised to $US11,000 in the next  election), and other regular gerrymandering practices, including what is  known as the Group Representation Constituencies (GRC).</p>
<p>This  so-called electoral system has led to almost half of the seats in  parliament being uncontested on Nomination Day. Presently, Singapore’s &#8220;parliament&#8221; has 84 MPs, of which 82 are from Lee Kuan Yew’s PAP.  And that is &#8220;democratic elections&#8221; in Singapore for you!</p>
<p>The  paradox of Singapore’s elections is that the electorate, some of whom  are nearing their 50s, have never voted in their entire lives. This  so-called anomaly is glaring in Singapore, where voting is compulsory  under the Parliamentary Elections Act.</p>
<p>With all these  well-entrenched undemocratic practices, it is not surprising to even a  distant observer to understand how the ruling PAP has been in power  since 1959.</p>
<p>What is worse is the irrefutable reality in Singapore  that one man, by the name of Lee Kuan Yew, has been in power for the  last 51 years. The octogenarian Lee, who is now 87 years old, calls  himself Minister Mentor in the cabinet headed by his prime minster son,  Lee Hsien Loong.</p>
<p>Compare this to the reality in Burma where the  army generals have held sway since the 1962 coup, ousting the  democratically elected government of U Nu. Even against this, Lee Kuan  Yew’s grip on power extends longer by three years, but he continues to  claim that elections in his republic are based on the Westminster model  of democracy.</p>
<p>Anyone who believes in democratic values could  easily see that it is next to impossible to continue to have a one-party  dominated parliament in the name of freedom and democracy. Obviously  the uniformed generals are under tutelage by the authoritarian regime in  Singapore, clad in civilian clothes.</p>
<p>While the Burmese generals  continue to not recognise the results of the 1990 elections,  preparations are in full swing to hold yet another elections based on  its 2008 constitution, aimed at hoodwinking the people. Singapore too is  notorious for amending its constitution just before every general  election to give a legal facade to what is clearly an illegitimate  exercise.</p>
<p>The Burmese generals also appear to have been keen and  obedient students to their teacher, Singapore. Burmese intelligence  agents are known to visit on a routine basis to study the latest  electronic eavesdropping gadgets for their surveillance of Burmese  political dissidents, including the NLD leaders.</p>
<p>The recent  announcement by NLD to boycott the army-orchestrated sham elections is  the right move. How can the elections be legitimate when NLD’s leader,  Daw Aung San Suu Kyi, remains under house arrest and barred from taking  part? Singapore too, has a history of barring genuine opposition leaders  who were daring enough to challenge, through constitutional means, the  regime of Lee Kuan Yew.</p>
<p>Victims of Lee’s political vendetta  include prominent figures such as the late J B Jeyaretnam, Singapore’s  former solicitor-general Mr Francis Seow (now in exile in the US),  Singapore’s leading corporate lawyer Mr Tang Liang Hong (now in exile in  Australia), and Dr Chee Soon Juan, who remains bankrupted and unable to  stand for elections.</p>
<p>These are well-known democrats who stood up  against Lee Kuan Yew, who had openly declared in 2003 that, &#8220;If we had  considered them serious political figures, we would not have kept them  politically alive for so long. We could have bankrupted them earlier.&#8221;  Is this not what the generals in Burma are doing while loudly  proclaiming to the world that there will be &#8220;free and fair&#8221;  elections in the country before the end of the year?</p>
<p>While  Singapore leaders are shedding crocodile tears and sermonizing the  Burmese generals on the need for free and fair elections, is it not  appropriate for them to look at their own backyard?</p>
<p>When  Singapore’s Senior Minister Goh Chok Tong met the Burmese generals,  including Than Shwe, last year, he urged them not to allow the ongoing  trial of Suu Kyi to affect the national reconciliation process and to  make sure that the proposed elections are free and fair.</p>
<p>It is  better for Goh to take a hard look at himself in the mirror: he will  then be able to see the ugly features that include a well-documented law  providing for indefinite detention without trial, under which detainees  are subject to regular physical and mental torture. It is also common  in Singapore to prosecute opposition politicians for speaking in public  and distributing flyers; laws that are no different from the Burmese  junta.</p>
<p>Goh Chok Tong’s &#8220;advice&#8221; is double-speak at best. What  right has he got to advise the generals when the same despicable acts  are committed at every election in Singapore? Are elections in Singapore  free and fair in the first place? Is the media in Singapore free and  pluralistic for the voters to be informed before they go to the polls to  choose their representatives to parliament?</p>
<p>Burma’s media laws  are the strictest in the world, and so are Singapore’s, the most  notorious being the Newspapers and Printing Presses Act that gives  sweeping powers, including the appointment of editors to the 14 daily  newspapers that are all under the control of the PAP government. Burma  is ranked 171 out of 175 countries in the recent Reporters Without  Bordersâ€™ Press Freedom Index. Singapore is also in the miserable  position of 133, several ranks below that of even Angola and Congo.</p>
<p>The  Singapore Press Holdings, whose chairman was a former deputy prime  minister, runs all the newspapers of which its flagship daily is the  Straits Times. It’s a known fact that intelligence operatives masquerade  as reporters and journalists in Singapore’s media scene. The Straits  Times has its equivalent in Burma, the New Light of Myanmar, which is  nothing but a mouthpiece of the military regime.</p>
<p>Similarities  between the autocratic rule in Singapore and the equally notorious  regime in Burma are endless. Learning from Singapore on how to  perpetuate one-party rule through sham elections is a natural  progression for Burma under the bloodthirsty generals.</p>
